Since May 2025, the Building Technical Inspection (ITE) has become a reality in the municipality of Maó. This measure, approved by the Town Council, aims to ensure the safety, maintenance, and efficiency of the local property stock – in line with similar schemes already in place in other municipalities such as Ciutadella.
What is the ITE and why is it required?
The ITE is a compulsory technical report that certifies the condition of a building in three key areas:
- Conservation – including structural safety, façades, roofs, and installations.
- Universal accessibility, particularly for people with reduced mobility.
- Energy efficiency, assessed through the building’s energy performance certificate.
According to the municipal by-law published in the BOIB No. 56 on 3 May 2025, all buildings over 30 years old must undergo the conservation inspection. Buildings over 50 years old are also required to assess accessibility and energy efficiency.
Deadlines and implementation in Maó
The Town Council will notify affected property owners individually.
As an exceptional measure, during the first year of implementation, owners will have until May 2026 to hire a qualified technician and submit the inspection report.
- Frequency: every 10 years from the date of the last inspection.
- Obligatory: for all property owners, regardless of whether the building is vacant, rented, or not in use.
- Penalties: fines ranging from €600 to €3,000 for non-compliance, along with possible restrictions on selling or financing the property.
